J.M. Cope offers an open book construction process with a premium on value and collaboration during design, subcontractor procurement, construction, and closeout.
The CM at Risk holds the risk of construction performance and guarantees completion of the project for a negotiated price. This delivery system allows the owner to interview and select a firm, based upon qualifications, experience, OH & fee and General Conditions cost, before the design and bidding documents are completed. The CM, owner, and design team work together to develop a cost effective design that meets the owner’s objectives. A guaranteed maximum price (GMP) is provided by the CM after bids are received from subcontractors. Any unused contingency at the end of the project reverts to the owner. The design consultant team is selected separately and reports directly to the owner.

Upfront Price Focus
J.M. Cope offers a closed book construction methodology utilizing a preexisting set of construction drawings and specifications with a focus on upfront pricing.
Owners are most familiar with this method. It is a linear process where one task follows completion of another with no overlap possible. Plans and specifications are completed by the architect and their consultants, then contractor bids are solicited. Contractors bid the project exactly as designed with the lowest responsive and responsible bidder awarded the work. The design consultant team is selected separately and reports directly to the owner.

J.M. Cope’s Program Management team provides the needed technical and administrative resources to manage, coordinate, and integrate each project, creating a cohesive and systematic program. Our team members bring expertise in procurement, construction, design, quality control, safety, financial management and accounting that allow us to create economies of scale that drive costs down across the program.
The program manager functions as an agent for the owner. Our master planning experience will be applied to establish program budgets and schedules, and procedures and policies for a multi-project building program. Our services include early program consultation, facility space programming, designer selection guidance, procurement recommendations, relocation management, project estimates and budgets, infrastructure management, post-occupancy functional review and more.

This $110M bond program is comprised of 54 projects, over a million square feet of renovations, additions and new construction. The scope of work managed by J.M. Cope includes:
Building Renovations included renovations to the oldest campus buildings at ten elementary schools, including expanding undersized cafeterias and conversion of existing space to flexible learning “studios”; architectural renovations to original buildings at the five oldest secondary schools; upgrade to selected elementary media centers to “learning commons”; modernizations in support of school choice programs.
New Construction consisted of classroom additions to selected elementary schools; the new Cherry Park Elementary School; and the new Montessori School at Ebenezer Avenue Elementary School.
Safety and Energy Efficiency consisted of upgrades to district-wide campus security, video surveillance, access control and fire alarm systems; security fencing at strategic campus locations; public address, intercom, emergency radio and other communication upgrades; environmental restorations to sewer and storm-water systems; energy efficiency retrofits to reduce annual costs.
Repairs and Replacements consisted of critical building components including exterior walls, plumbing, and HVAC systems at selected schools; upgrades to building automation systems, furnishings and other equipment at all campuses.
Buses and Grounds included repairs and upgrades at selected sites for enhanced access and safety: parking lots, driveways, sidewalks, playgrounds and athletic fields.
